In 1999 there were founded 2 companies: OPTIMUM Ltd (Odessa, Ukraine) and DOSARINFO Ltd (Kishinev, Moldova). Later OPTIMUM Web Service Agency was founded in 2000 when 3 IT-companies: OPTIMUM Ltd (Odessa, Ukraine), DOSARINFO Ltd (Kishinev, Moldova) and GORODETSKY Inc. (Odessa, Ukraine)decided to unite into one group that called OPTIMUM Web Service Agency.

In those days, Ukrainian e-business was in its infancy and nary a soul believed that an entrepreneurial, independent IT company could survive, let alone thrive if it did not cater to the demands of domestic Internet Service Providers or foreign investors. OPTIMUM has refuted the wisdom of this point of view and carved a vibrant and growing niche in the Ukrainian and world IT markets.

Many laborious inches culminate in a milestone, a few of which are detailed below:

• Golden Web Award from International Association of Web Masters and Designers.
• Regular participation in IT exhibitions.
• Partnerships relations with our colegues from Kishinev, Moldova.
• Purchase and installation of a server in the USA, allowing greater versatility for ourselves and our customers.
  
• Broadening the scope of our services and skills resulting in successful projects for our domestic and foreign customers.
• Rapid growth in our IT outsourcing, aka "offshore programming" line of business.

We have survived and thrived but realize that keeping pace with the headlong expansion of information technology is no longer sufficient. Being a technology follower is inadequate for us and our customers' rigorous, future needs. We are positioned by the past and compelled by the future to become a loyal and responsible leader.
